Description
Under the authority of Title 41 United States Code (U.S.C.) §1901(a)(1) as implemented in the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 12.102(a), the U.S. Army intends to award a sole source, firm-fixed-price purchase order to Herrick Technology Laboratories, Inc. (HTL) for proprietary user training on the HTL owned radio hardware and software capabilities. The requirement consists of two training events for Army personnel on the proprietary radio hardware and software owned by the vendor. The period of performance will be from the date of award through 31 December 2026. The estimated value of this action is not-to-exceed the simplified acquisition threshold. Herrick Technology Laboratories, Inc. is the Original Equipment Manufacturer (OEM) of the existing radio hardware and software acquired by the Army and maintains proprietary rights to the system. The company does not outsource training and has no approved vendors certified to train on its equipment. Therefore, HTL is the only source capable of providing the services that will satisfy the agency's requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. There is no solicitation document available for this requirement. However, all responsible sources that believe they can meet the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the response date. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
