This is a RFI/Sources Sought only. The purpose of this notice is to gain knowledge of potential Service Disabled Veteran Owned Small Business (SDVOSB) sources and their size classification relative to NAICS 541350, Building Inspection Services, for a Fall Protection System Inspection and Recertification Program at the Harry S. Truman VA Medical Center (HSTMVH) in Columbia, Missouri. Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions, including whether to set aside a subsequent solicitation for SDVOSBs in accordance with VAAR 819.70. After review of the responses, a solicitation announcement may be published. Responses to this Sources Sought synopsis are not considered adequate responses to a solicitation. The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking SDVOSB sources that can provide the following services under NAICS 541350. 5. REQUIREMENT: This requirement is to provide full service inspection and recertification support for rooftop and elevated fall protection systems at the Harry S. Truman VA Medical Center, to include: Annual inspection of existing Flexible Lifeline Systems fall protection systems located on multiple roofs and elevated work areas throughout Building 1 and associated locations, as identified in the Statement of Work (SOW) system listing. Five year recertification of the same systems in accordance with the Flexible Lifeline Systems manufacturer s requirements and any applicable codes/standards governing fall protection systems. Verification that each system is functioning as designed, remains properly anchored and tensioned, and is safe for continued use by VA personnel. Provision of all labor, tools, test equipment, and incidental materials required to perform the inspections and recertifications in accordance with OEM recommendations. Preparation and submittal of written inspection and recertification reports for each system, identifying any deficiencies, recommended corrections, and pass/fail status. Immediate notification to the Contracting Officer (CO) and Contracting Officer s Representative (COR) of any critical or catastrophic deficiencies that impact safe use of the fall protection systems.
