Description
This effort supports the modernization of underground communication infrastructure connecting Intercontinental Ballistic Missile (ICBM) sites across the F.E. Warren Air Force Base (FEW AFB) operational area in Wyoming, Nebraska, and Colorado. The Government requires comprehensive contractor support to execute real estate licensing activities essential to meeting the Sentinel program's aggressive schedule for the upgrade of existing lines. The program's central challenge is securing timely, compliant, and effective engagement with landowners across numerous tracts to ensure the Government gains temporary construction access to land in time to install new fiber optic cables. The Air Force currently has 1,575 miles of 16.5 feet (one rod) wide perpetual easements that are supporting Minuteman III ICBM communication cable, but additional temporary workspace is needed to support Sentinel construction activities. This sources sought is being posted to determine interest (market research), small business capability, and potential contractual method. The use of a Commercial Solutions Offering, the Oasis contract, or a commerical contract are all potential options.
