This Sources Sought Notice is being issued for market research purposes to determine the availability, capability, and interest of small business firms for a potential Government requirement. NO SOLICITATION IS AVAILABLE; requests for a solicitation will go unanswered. No award will be made from this notice. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and to gain knowledge of potential sources. The Seattle District USACE anticipates a potential opportunity for the maintenance and repair for as many as 14 levees across five Washington State river basins: Nooksack, Skagit, Snoqualmie, Cedar and Green. Repairs are necessary before the next fall flood season and the target completion date for all work is 1 October 2026. If market conditions indicate this estimate may be unrealistic, respondents are encouraged to provide specific information (such as known equipment lead times or other timeline concerns) for Government consideration when responding to this Sources Sought Notice. This announcement is for the provision of rental equipment with operators. The following is a list of equipment required for previous similar work: Dozers with 6 Way Blade, 85 -165 Horsepower (HP), Weight 18,000 -35,000lbs Dump Trucks, Class up to V Riprap, up to 250 HP, Up to 34,000lbs Hydraulic Excavator, with Hydraulic Thumb, 45-270 HP, 9,500 -80,000lbs, Reach 18 -34ft Motor Grader, 135 HP, 35,000lbs, with 12ft Blade Road Sweeper, with at least 150gal Water System Steel Road Crossing Plates, between 8' x 10' -8' x 20', and at least 1" thick Truck & Trailer, minimum 98,000lbs GVW Vibratory Compactor, 100 HP, 15,000lbs, Drum at least 66" Water Truck, between 2000 -2500 gal capacity The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 238910, Site Preparation Contractors. The small business size standard for the NAICS, as established by the U.S. Small Business Administration, is $19,000,000. Size standards are the average annual receipts or the average employment of a firm.
