Request for Information Integrated eNotifications Service Pilot via Direct Secure Messaging (VA-26-00049664) Introduction The Veterans Health Administration (VHA) has identified a gap in timely visibility into care events occurring outside of VA facilities, particularly for Veterans receiving treatment in community hospitals, emergency departments, and post-acute care settings. Without timely notification of these events, VA care teams may be delayed in coordinating follow-up care, which is especially critical for Veterans identified as high-risk. Improving awareness of these events is essential to enabling proactive outreach and prevention. To address this gap, VA is exploring the use of electronic notification (eNotification) services that provide near real-time alerts for Admission, Discharge, and Transfer (ADT) events occurring in community settings. Market research conducted by VA indicates that no single vendor provides sufficient national coverage across all relevant care settings. As a result, a solution that leverages multiple notification networks is necessary to achieve targeted/adequate coverage and ensure comprehensive visibility into Veteran care events. This request for information (RFI) is for planning purposes only and shall not be considered an Invitation for Bid, Request for Quotation, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and refining its Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI, including the availability of Veteran Small Business Certification (VetCert) certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) that are capable of providing the services identified in the attached PWS.
