Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) 05/19/2026 PRE-SOLICITATION NOTICE ENCAPTION 4 CLOSED CAPTIONING SUPPORT SERVICE Solicitation Number: 36C24C26Q005 This is a Pre-Solicitation Notice that the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to solicit proposals through an open market competition and subsequently award a Firm Fixed Price (FFP) Contract for the Institute for Learning, Education and Development [ILEAD], Production and Delivery [PD] Service Line in Saint Louis, MO. Please note: this is being issued in connection with Request for Quote (RFQ) 36C24C26Q005. Institute for Learning, Education and Development (ILEAD), Production and Delivery (PD)Service Line in St. Louis, MO maintains a live broadcast facility and contracts support services for closed captioning on both live and offline captioning for all ILEAD video deliverables. ILEAD automates its captioning services with the use of closed captioning appliances that automatically convert speech to text captioning. ILEAD owns EnCaption closed captioning automatic speed recognition (ASR) appliances requires support and software upgrades. This requirement will be open market using RFO Parts 12 and 15. To be eligible for award consideration, the prime vendor must be registered in SAM.gov as a business in NAICS 541519. The solicitation will be issued as a Request for Quote (RFQ). The NAICS code is 541519 and the Small Business Administration Size Standard $34 Million. This will be a firm-fixed-price contract with four 12 month option periods. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to Kymberly.Morgan@va.gov and Rachael.avery@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only Contracting Opportunities on SAM.gov via the internet to provide notification of any amendments to this notice and the subsequent solicitation. It is the contractor s responsibility to view Contracting Opportunities daily for any amendments to this notice and the solicitation. The VA estimates that the solicitation and related amendments will be posted to Contracting Opportunities on SAM.gov on or around 5/19/2026. The solicitation is anticipated to be issued for 9 calendar days and close 6/01/2026. Solicitation initial posting date and the closing date are subject to change as necessary. Any responsible Offerors may submit an offer upon release of the solicitation. All Offerors must be registered in the SAM database prior to award of a contract.
