INDUSTRY DAY ANNOUNCEMENT: DDG-51 CLASS MULTI-SHIP SUSTAINMENT PARTNERSHIP (MSSP) Notice Type: Special Notice / Virtual Industry Day Program: DDG-51 Class Multi-Ship Sustainment Partnership (MSSP) Multiple Award IDIQ NAICS Code: 336611 – Ship Building and Repairing Agency: Department of the Navy Office: Naval Sea Systems Command (NAVSEA) 1.0 INTRODUCTION The Naval Sea Systems Command (NAVSEA) will host a Virtual Industry Day to discuss the upcoming DDG-51 Class Multi-Ship Sustainment Partnership (MSSP) acquisition. The purpose of this Industry Day is to provide an overview of the Government's acquisition strategy and solicit actionable feedback from industry prior to the finalization of the Request for Proposal (RFP). The Government intends to award several Single-Award Contract (SA) Indefinite Delivery/Indefinite Quantity (IDIQ) to establish a pool of qualified contractors for the emergent and continuous maintenance, modernization, and repair of DDG-51 class ships. This effort will be administered by the Southwest Regional Maintenance Center (SWRMC) in San Diego, CA, and the Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, VA. 2.0 EVENT DETAILS Event: DDG-51 Class Multi Ship Sustainment Partnership (SSP) Virtual Industry Day Date: Thursday, 28 May 2026 Time: 1400 to 1500 (EST) Location: Virtual. A Microsoft Teams link will be provided to registered attendees. 3.0 STRATEGIC FOCUS & INDUSTRY FEEDBACK The DDG-51 MSSP strategy is fundamentally built on establishing long-term partnerships with Lead Maintenance Activities (LMA). These dedicated partnership contract vehicles are designed to drive continuous "Repair Learning," deepen platform expertise, and ensure exceptional responsiveness to support the high-tempo operational needs of the DDG-51 fleet. The MSSP SA IDIQ contracts are envisioned to reduce contracting timelines and result in increased communication across the ships being serviced. To achieve this required speed and agility, the SA-IDIQs will utilize an expandable pre-priced menu for routine maintenance and a structured Level of Effort (LOE) CLIN for emergent growth to ensure speed and agility. During this session, the Government will actively solicit industry feedback on the executability of key solicitation elements, specifically: Fair and effective Task Order competition procedures under a SA-IDIQ structure. Executability of Small Business Participation goals within the competitive pool. Handling of Program Management Office (PMO) & Inter-Availability Planning Costs. Pricing strategies for Costs That Run With Time (e.g., Temporary Services).
