The solicitation will be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Sections 502 and 503.In accordance with VAAR 819.7003(b), at the time of submission of offers and prior to award of any contract, the offeror must represent to the Contracting Officer that it is a (1) SDVOSB eligible under VAAR 819.70; (2) small business concern under the NAICS code assigned to this acquisition; and (3) certified SDVOSB listed in the Small Business Administration (SBA) certification database at https://certifications.sba.gov. Also, in accordance with VAAR 819.7004, the Government WILL NOT consider offers for award from offerors that do not provide the Limitations of Subcontracting - Certificate of Compliance with their bid, and all such responses will be deemed ineligible for evaluation and award. The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction with the applicable small business size standard of $45,000,000.00. In accordance with VAAR 819.7003(b), the bidders must represent to the Contracting Officer that it is a SDVOSB concern under the NAICS code assigned to this acquisition. In accordance with VAAR 836.204 and/or FAR 36.204, the magnitude of construction for this project is between $500,000.00 and $1,000,000.00. The Department of Veterans Affairs (VA), Nebraska-Western Iowa Health Care System (NWIHCS), the Grand Island VA Medical Center intends to issue an Invitation for Bid (IFB) in accordance with the procedures set forth in Part 14 and 36 of the Federal Acquisition Regulation (FAR). Network Contracting Office 23 (NCO23) intends to award a single, firm fixed-price contract for completion of construction Project Number 636-26-502, Replace CLC Flooring at the VA NWIHCS, Grand Island VA Medical Center in Grand Island, Nebraska. An IFB is planned to be issued on or about 2 June 2026, with an anticipated award date within 60 calendar days from bid opening date. Further details of all dates, events, and locations, including site visit and bid due date, will be available in the IFB. The Grand Island VA Medical Center currently has a need to remove carpeting and rubber cove base in the identified areas and replace with Luxury Vinyl Plank and new rubber cove base. The contractor will be required to provide all tools, materials, equipment, labor, and supervision necessary to complete the project in accordance with the drawings, specifications, and scope of work. Work will take place on the 2nd and 3rd Floors of Building 1.
