Solicitation Number:141009-26-0003 Notice Type: Sources Sought Synopsis TITLE: Portable Multibeam Echosounder Surveying Suite of Equipment Response Date: 04/20/2026 This is a SOURCES SOUGHT SYNOPSIS and is not a presolicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran owned, Women owned Small Business firms and even large businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. The NOAA National Ocean Service (NOS), Office of Coast Survey (OCS), Navigation Services Division (NSD), Navigation Response Branch requires a fully integrated, portable, and rapidly-deployable multibeam surveying suite of equipment to be used in response work. BACKGROUND: Office of Coast Survey, Navigation Services Division, Navigation Response Branch requires a fully integrated and highly portable multibeam surveying suite of equipment; consisting of multibeam echosounder, integrated positioning and orientation system, integrated surface sound speed sensor, associated antennas, cables, light-weight sonar mounting system, and all associated hardware necessary to mount the system on a vessel of opportunity. Navigation Response Teams use the portable sonars primarily to conduct emergency response hydrographic survey operations from vessels of opportunity in areas where response with traditional Navigation Response Team vessels is not feasible (i.e. Caribbean or Pacific Islands, Alaska, or remote areas not accessible by roads). The portable sonar equipment is used to identify wrecks, rocks, obstructions, and provide high density depth information to incident coordinators and other decision makers during response operations; and to support Coast Survey's nautical charting mission. The ability to rapidly deploy a hydrographic mapping sonar is critical for a variety of agency functions in support of safety of navigation, including hurricane/disaster response and search operations. TECHNICAL SPECIFICATIONS: The operational requirements for this system are: It must include all required components to mobilize on a typical vessel-of-opportunity (multibeam sonar, inertial navigation system, surface sound speed probe, GNSS antennas, pole mount, mounting hardware, etc.). When packaged, the kit must be able to be checked on typical commercial flights and it must be hand-portable in its entirety by two people or less. The resulting data must meet or exceed NOAA's highest hydrographic quality specification (“Exceptional”) as outlined in the Hydrographic Surveys Specifications and Deliverables (Version 2025-0-01). System mobilization, from packaged to deployed on a typical vessel-of-opportunity, must be achievable in 1.5 hours by a practiced team with common hand tools.
