Description
The Fort Bliss Directorate of Emergency Services requires certified maintenance services for the Intoxilyzer 9000 breath alcohol testing instruments. These services ensure the operational readiness and legal compliance of the devices, which are critical to law enforcement's ability to detect and prosecute impaired-driving offenses on Federal property accurately. The Contractor will provide ongoing maintenance, calibration, certification inspections, operator training, and expert testimony to support these efforts. Fort Bliss law enforcement relies heavily on these devices but lacks an in-house, certified maintenance program to meet these requirements. The Government employs a Performance-Based Services Acquisition (PBSA) strategy to define the requirements and performance standards for this contract. The Contractor is expected to meet or exceed these standards to ensure reliable and compliant operation of the Intoxilyzer 9000 instruments. The estimated period of performance is one (1) base year of 12 months, with four (4) 12-month option years, and a six (6) month extension option under FAR clause 52.217-8.
