1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond. Reponses to this Sources Sought announcement will be used by the Government to make business decisions and to inform potential future solicitations. Bonneville Dam possesses two separate powerhouses, one near the Oregon shore (powerhouse 1) and one near the Washington shore (powerhouse 2). This project is located at powerhouse 1 of Bonneville Dam on the Columbia River. Bonneville Dam powerhouse 1 is equipped with headgates which are utilized to control water flowing into the turbines of the Oregon side powerhouse. These large headgates require maintenance to maximize their usable life span. The headgate repair pit is intended to provide a self-contained location for maintaining the headgates of powerhouse 1. Due to age and poor condition, all headgate repair structures and equipment within the pit were previously removed. Currently the pit is empty and in need of complete rehabilitation to return functionality and allow for regular headgate maintenance activities. 3. Project Scope. The purpose of this project is to rehabilitate the headgate repair pit to allow for future maintenance of headgates. Maintenance activities performed on the headgates includes general corrosion repair, wheel bearing replacement, anode replacement, and seal replacement. All systems will meet ASHRAE, OSHA, and EM-385-1-1 standards. Rehabilitation includes, but is not limited to: Construction of required headgate support systems, worker platforms, and stairs & landings. Installation of heating, ventilation, fire detection, alarm system, lighting, and a jib crane. The repair pit needs to be painted and must have utilities and support systems installed for the headgate repair pit workers to safely perform sanding and blasting of the headgates.
