Description
A 2025 Phase II ESA conducted at the Site identified soil contamination from several metals and polycyclic aromatic hydrocarbons. The objective of this Supplemental Phase II ESA is to further characterize soil impacts by: 1. Delineating the areas of soil contamination through expanded sampling. 2. Collecting background samples to establish a standard for arsenic, which is a contaminant of concern that is naturally occurring. The property known as Frog, Switch & Manufacturing Company totals approximately 31 acres and is located at 600 East High Street in Carlisle, Pennsylvania. Carlisle is a borough in Cumberland County. The Site is approximately 1 mile west of the intersection of Interstate 81 and Pennsylvania Route 641. The Site is relatively flat and slopes slightly to the west. Soils were found to consist mainly of a silty clay material underlain by limestone, which was encountered at varying depths across the Site, approximately ranging from 5 to 32 ft. below the ground surface. Surficial materials generally consisted of loams, sands, or material indicative of fill in the top few feet of the soil surface. Groundwater was not encountered above the limestone formation.
