RFQ #FA487726QA136 355 Wing VTC Upgrade i. This is a solicitation for commercial services prepared in accordance with RFO Part 12, as supplemented with additional information included in this notice. ii. Solicitation FA487726QA136 is issued as a Request for Quotation (RFQ) and additional written solicitation will not be issued. iii. This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 13 March 2026. Included DFARS provisions and clauses are those in effect as of 10 November 2025. Included DAFFARS provisions and clauses are those in effect as of 16 October 2024. Additionally, Revolutionary FAR Overhaul updates and DFARS deviations applicable to this solicitation are dated on or after 2/01/2026. iv. This solicitation is being issued utilizing a Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement 541512 – Computer Systems Design Services and has a business size standard of $34.0 Million. v. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. vi. Davis-Monthan Air Force Base intends to award a firm-fixed price contract for the following: a. CLIN 0001- Removal of current VTC system b. CLIN 0002- Installation of New VTC System to include training detailed within performance work statement. vii. Due to the nature of this requirement, The Government will make award to the responsible offeror whose quote is determined to be the best value to the Government, considering price and the non‑price factor listed below. The non‑price factor, Period of Performance / Installation and Training Timeframe , is significantly more important than price. Factor 1 – Technical Acceptability Quotes must demonstrate the ability to perform all removal, installation, configuration, and training requirements for the VTC system as described in the Performance Work Statement. Quotes rated “Unacceptable” under this factor will not be considered for award. Interested offerors must provide a technical document of no more than five (5) pages that outlines their prior experience installing VTC systems and includes a detailed explanation supporting their proposed project timeline. Factor 2 – Period of Performance / Installation and Training Timeframe Among technically acceptable quotes, the Government will give greatest consideration to the offeror proposing the fastest feasible installation and training completion timeframe. This factor is the most important factor for award . Factor 3 – Price Price will be evaluated for reasonableness. While price is a consideration, it is less important than the Period of Performance factor. viii. Important Dates/Times (All times are Tucson local time) a.
