6 MAY 2026 UPDATE: Amendment 1 to the CSO Posted The Government desires a MOC design and implementation approach that will seamlessly integrate the entire SDN-B architecture with modularity for future expansion: commercial proliferated low Earth orbit (pLEO) providers, government/commercial transport, ground elements, and Space Exchange Points (SEPs). The SDN-B MOC will be the centralized hub that “brokers” user services, mission plans, and resources. It will deliver enterprise-wide situational awareness and a common operational picture of all SDN ground and space assets. The MOC requires a hybrid deployment, utilizing both an on-premises and cloud-based hardware and software to provision, orchestrate, control, and manage the network transport services. It will serve as the primary interface for processing user service requests and ensures end-to-end service performance by monitoring the health, status, and performance of all SDN network elements. The MOC will operate as a Government-Owned, Contractor-Operated (GOCO) facility, designed with a Modular Open Systems Approach (MOSA) to ensure future adaptability and integration.
