Description
Based on feedback received during the USDA Aviation Industry Day, the Government is considering revisions to the forthcoming solicitation for Air Tactical Group Supervision services and is requesting additional information from industry to support its decision-making process. The current draft solicitation contemplates the use of Prospective Price Redetermination with an initial five-year period followed by an additional five-year period. In accordance with FAR 52.216 5, Prospective Price Redetermination, Offerors would be required to submit pricing for the initial five-year period. During the fifth year, Offerors would then be required to propose pricing for the subsequent period, including a detailed breakdown of those proposed prices, sufficient supporting data to substantiate accuracy and reliability, and an explanation of any changes from the initial pricing structure. The Government is now considering modifying the redetermination structure from the proposed five year/ five year model to a shorter sequence consisting of a three year initial period followed by three additional redetermination periods of three years, two years, and two years, respectively. We are seeking industry input regarding whether this revised structure would enable vendors to offer more competitive pricing by reducing the length of time vendors must forecast market conditions and other cost factors. The intent of this change is not to provide additional opportunities for unnecessary pricing adjustments, but rather to align with industry realities and market uncertainties to foster improved pricing accuracy and strengthen collaboration between vendors and the Government. Vendors are invited to provide the following in response to this Request for Information: ¿ A brief explanation of whether shorter redetermination periods would or would not enable your company to offer improved pricing. ¿ If willing, sample pricing comparisons between a three/three/two/two-year prospective price redetermination structure and a five-year structure, including the associated price build ups. Participation in this RFI is voluntary. No submission will be considered binding, nor will any vendor be held to the information provided. Responses will be used solely to assist the Government in evaluating potential solicitation revisions.
