NASA Johnson Space Center (JSC) is releasing Solicitation 80JSC026R0015 for Commercial Lunar Payload Services 2 (CLPS 2 ) . Under this multiple award IDIQ contract, NASA seeks U.S. commercial providers for the primary purpose to deliver NASA-provided payloads for which may include intact landing on lunar or other celestial surfaces, impactor delivery, launch vehicle rideshare, orbit insertion, surface mobility, and flyby operations. Services under CLPS2 include mission architecture, launch vehicle selection and operations, analytical and physical payload integration, payload processing, transportation, landing or orbital delivery, and mission operations. Contractors shall provide all required resources, systems, facilities, data, and mission support functions as defined in the CLPS2 Statement of Work. The NAICS Code and Size Standard are 481212 and 1500 employees respectively. The offeror must state in their offer their size status for this acquisition. The contract consists of three Contract Line Item Numbers (CLINs): • CLIN 1: Payload Delivery Services • CLIN 2: Lander Delivery to NASA • CLIN 3: Non‑Mission Specific Services Orders will be Firm‑Fixed‑Price. NASA may apply tailored insight and approval based on mission risk to be defined at the task order level. Certain task orders may require personnel and facilities with security clearances up to TOP SECRET/ Sensitive Compartmented Information , also to be defined at the task order level. Proposals submitted in response to this solicitation shall be due no later than June 30, 2026, 1:00 PM CT. Proposals for this solicitation are required to be submitted through NASA's Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA's EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery – Proposal Marking and Delivery Through NASA's EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA's EFSS Box. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Proposals shall follow the instructions in Section L of the solicitation. The Government may award without discussions; therefore, initial proposals should represent the Offeror's best terms.
