Award to Boise State University is justified on a single-source basis because it is the only known source available to fulfill this requirement. BSU possesses the unique, combined capability to provide: 1) automated extraction of geotechnical properties from geophysical data linked to a unique geology response library; 2) a direct technology transfer of a prototype automated seismic data acquisition system originally developed under basic research ERDC-CRREL funded programs; 3) an internationally recognized geophysics group focused on seismic methods and applications; and 4) in-house fabrication facilities and technical staff dedicated to the design and manufacture of seismic sources and sensor arrays. Boise State University is the only known source capable of meeting the Government's minimum technical requirements. The Government intends to procure from only one source under the authority of Reformed FAR Overhaul (RFO) 13.101(b). This notice of intent is for information purposes only. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
