JEFF REPLACE COOLING TOWER AND BOILERS PRE-SOLICITATION NOTICE: The National Park Service, CONOPS ¿ Central, intends to issue an Invitation for Bid (IFB) for the Replace Cooling Tower and Boiler Units project for the Gateway Arch National Park in St. Louis, Missouri. At the grounds building the work will consist of the following: One new boiler will be installed to provide heat to both reheat and radiant floor system with a heat exchanger installed to lower the water temperature for the radiant in floor system. At the Arch complex, the cooling tower will be replaced by a new 800 T counterflow cooling tower, as part of the project, new condenser water pumps will be installed. We anticipate that work would begin in Fall 2026. SOLICITATION NUMBER: 140P6026B0003 PROJECT MAGNITUDE: Between $1,000,000 and $5,000,000 TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by Summer 2026 with performance to begin in Fall 2026. Construction Wage Rate Requirements for St. Louis, MO will apply. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238220, Plumbing, Heating, and Air Conditioning Contractors, with a small business size standard of $19M. This project is set aside 100% for Total Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation and its attachments will be issued and available Late May/Early June 2026 and will be posted to the Contract Opportunities/SAM.gov website at https://sam.gov/content/opportunities . The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
