NOTICE OF INTENT TO SOLE SOURCE Aerotech Motorized Stages for Development of Spectral Response Detector Calibration System Announcement Type : Special Notice Announcement Number: NIST-NOI-26-6801020 Subject: Aerotech, Inc. Motorized Stages for Development of Spectral Response Detector Calibration System NAICS: 335312 - Motor and Generator Manufacturing PSC: 5999 - Miscellaneous Electrical and Electronic Components Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Aerotech, Inc, (UEI: HLW7BPRWMK16) located at 101 Zeta Drive, Pittsburgh, PA 15238. The purchase order will be for motorized stages for development of a spectral response detector calibration system. These products have a USA place of origin in accordance with FAR RFO Part 25. Delivery will be required seven months after contractor receipt of order. Authority This acquisition is being conducted under the authority of FAR RFO Part 12.102(a) and 41 USC 1901, allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 335312 - Motor and Generator Manufacturing with a small business size standard of 1,250 Employees. Description The Contractor shall provide NIST with one Aerotech, Inc. X-axis motorized stage, one Y-axis motorized stage, one rotary stage, and one rotary motor as described below. Delivery is required within seven months after contractor receipt of order. Stages, brackets, and X- and Y-stage motors must have a payload up to 7 kg. X-axis motor must travel 400 mm with ±1.5 μm accuracy. Y-axis motor must travel 150 mm with ±1.5 μm accuracy. Rotary stage must rotate 360° with ≤ 0.05° accuracy and ≤ 0.001° resolution. Rotary stage must have a payload up to 1 kg. Rotary motor must have a velocity of 90 deg/s. All necessary software, support hardware, and cables for the use of the X- and Y-stage motors, the rotary stage, and the rotary motor must be included. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. Sole Source Determination The sole source determination is based on the following: The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) Sensor Science Division (SSD) is collaborating with the U.S. Air Force to develop a spectral response detector calibration system. The applicable research project title is CCG Project 797. The Air Force System that the NIST SSD is improving upon uses Aerotech, Inc. equipment and instruments which are proprietary to this company.
