Introduction: This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is conducting market research to identify potential sources for an anticipated contract for A&E Services. The purpose of this notice is to obtain information, for planning purposes, regarding the availability and capability of qualified sources. The purpose of this notice is to obtain the following information: 1. Determine what sources exist that are capable of satisfying the Government's requirement, 2. Determine the capability of potential contractors, 3. Determine the size and status of potential sources under NAICS 541330 – Engineering Services, and 4. Determine the level of competition. 3. Requirement Description: The GLS is a wholly owned U.S. Government Corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada, including two navigation locks: Eisenhower and Snell Locks. The Corporation's mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway, which includes maintenance, repair and/or replacement of structures and facilities. GLS plans to issue a solicitation which shall require each firm's professional qualifications and experience. GLS expects to evaluate A&E firms based on 1) Specialized Experience and Technical Competence 2) Professional qualifications of the prime firm, consultant firms and proposed designers 3) Geographic location and knowledge of the locality of the project 4) Past Performance 5) Capacity to accomplish work in the required timeframe. GLS intends to award up to three (3) Indefinite Delivery Indefinite Quantity contracts for architect/engineering services on projects for maintaining and improving their facilities in Massena, New York. Tasks may include reconnaissance; preparing designs, reports, specifications and drawings in AutoCAD or a compatible format; on-site inspection of construction work in progress; and project management/oversight. The tasks may vary greatly in terms of complexity and may have short lead times. The A/E firm shall have architectural and engineering capabilities through their staffs or through the use of consultants which include expertise and experience in the following disciplines: Civil, Structural, Mechanical, Environmental, Electrical, Electronic, Architectural, Surveying and Occupational Health and Safety and more specifically work in areas as follows: paving and drainage; concrete and steel structures; marine structures (e.g., locks, dams, pile structures, wharves, mooring cells); HVAC; sanitary and fire protections systems; electro-mechanical and hydraulic…
