Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a purchase order, on a Firm Fixed Price (FFP) basis, for testing of biofouling paints and coatings in Pearl Harbor by The University of Hawaii at Manoa. This requirement is a sole source due to environmental factors that limit the potential geographic testing areas, as well as a necessity to be consistent with established data owned by the University. This procurement is intended as a sole source requirement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
