This is a REQUEST FOR INFORMATION (RFI). Place of Performance: The 50 States of the United States of America and U.S. Territories NAICS Code: 236220 - Commercial and Institutional Building Construction The U.S. General Services Administration, Public Buildings Service (GSA PBS) is seeking information regarding the below potential requirement. Firms that are considered either a small business or other than small business under NAICS code 236220 may submit a response to this RFI. This RFI is issued solely for planning purposes. It is not a Request for Proposals, and there is no bid package or solicitation document associated with this RFI. The requested information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI are not offers, and cannot be accepted by the Government to form a binding contract. No contract will be awarded from this announcement. This is not an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a mailing list. Data submitted in response to this RFI will not be returned, and those who respond to this RFI should not anticipate feedback regarding any submission. The Government reserves the right to determine how to proceed as a result of this RFI. GSA PBS seeks comments and suggestions that may be used in planning support of potential requirements. Any information provided to the Government in response to this RFI is strictly voluntary and at no cost to the Government. The information provided in this RFI is subject to change and is not binding on the Government. GSA PBS is contemplating a solicitation for General Construction with Design Build and Construction Manager as Constructor (CMc) capabilities and is seeking information about contractors' ability to provide timely, cost-effective, and quality general construction services with the optimum geographic coverage for numerous states. The anticipated multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts would service geographic locations within the 50 States of the United States of America and the U.S. Territories. IDIQ contracts would be awarded either by pre-established zones or by the states in which contractors certify their willingness and ability to work in. The Government shall endeavor to utilize this contract to the maximum practical extent. However, the Government reserves the right to perform, or have performed by others, any services required, and doing so shall not breach or otherwise violate this contract.
