Description

This contract action is a firm‑fixed‑price, noncompetitive award made under the authority of FAR 13.106‑1(b)(1)(i). Monaco Enterprises, Inc. is the only OEM‑authorized source capable of providing the required MONACO D‑21 hardware, software, RMF hardening, and PMI services. The MONACO D‑21 system is proprietary, and no other vendors possess the required technical data, firmware access, or OEM authorization to perform the necessary upgrades or maintenance. Market research confirmed no alternative sources.
