GENERAL This Notice of Intent is not a Request for Competitive Quotes. The Department of Veterans Affairs Network Contracting Office 7 intends to make a sole source award to Berkeley County at 1003 Highway 52, Moncks Corner, South Carolina 29461 for the following: The contractor shall provide legal assistance for involuntary commitments of veterans at Ralph H. Johnson VA Medical Center in Charleston, SC (Berkeley County). This includes helping veterans with mental health paperwork and appointing an attorney as their Guardian ad Litem (GAL) to protect their rights during hearings. These services are used to involuntarily commit veterans to mental health facilities when in their best interest. Based on historical data, about 63 hearings are expected each year. The contract will be a firm fixed price for one year, with four one-year option periods starting October 1, 2026. The applicable North American Industry Classification System (NAICS) code is 541199, All Other Legal Services. The Federal Small Business Administration (SBA) size standard is $20.5 Million. The product service code is R418, Legal Services. AUTHORITY AND PROCEDURES The authority for this proposed non-competitive award is 10 USC 2304(c)(1), Only one responsible source. The Government intends to pursue this sole source requirement using Simplified Acquisition Procedures under the Revolutionary FAR Overhaul (RFO), FAR Part 12. Documentation that only one source is available has been prepared. RESPONDING TO THE NOTICE This notice is not a request for competitive quotes. However, interested parties are encouraged to respond by providing clear documentation showing their experience, qualifications, and ability to provide the services. They should also explain why competition would benefit the Government. Responses must include the business name, UEI number, and contact information (name, email, phone). Only written responses sent by email to the Contracting Officer will be considered. Prospective contractors must be registered in SAM to be eligible. Responses meeting these guidelines will help determine whether to open the requirement to competition. The decision not to compete based on these responses is at the Government's sole discretion. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Documents received in response to this notice will not be returned.
