Notice of Intent to Award a Sole Source Procurement The Army Contracting Command-Orlando (ACC-ORL) intends to solicit and award a Firm Fixed-Price contract on an Other Than Full and Open Competition basis to VirTra Incorporated, CAGE 3FRM1, 295 E. Corporate Place, Chandler, AZ 85225 for a V-300 Firearms Trainers, Associated Support Equipment, and New Equipment Training (NET) for the country of Tajikistan. The Period of Performance for this effort is 24 months after contract award. The effort utilizes 10 United States Code (U.S.C.) Section 333 Funds due to expire 30 Sep 2026. The total contract value is estimated at $1,521,000. The proposed contract action is for the supplies/services for which the Government intends to solicit and negotiate with one source, VirTra, under the authority of FAR 6.302-1 (Only on responsible source and no other supplies or services will satisfy agency requirements) as this equipment is proprietary to VirTra, the Original Equipment Manufacturer (OEM). VirTra possesses unique qualifications that include proprietary hardware and software as well as knowledge of the equipment's design, access to specialized tools and components, and the ability to perform warranty services. The requirement is being solicited on a sole source basis. The Government conducted market research in accordance with FAR 10. A Sources Sought Notice, PANORL-26-P-0000-026421, was posted to SAM.gov posted on 17 Mar 2026 and amended on 18 Mar 2026. VirTra is the only source that possesses the intellectual property rights and engineering capabilities to independently manufacture and meet technical specifications to supply the V-300 Firearms Trainers, Associated Support Equipment, and NET. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL, OR A REQUEST FOR QUOTATION. A solicitation package will not be issued, and requests for copies of a solicitation will not be honored or acknowledged. However, the Government will consider all responses received within 5 days of the publication of this notice. Firms who want to challenge the sole-source determination must submit an interest letter that clearly demonstrates their firm's ability to meet all original OEM specifications without requiring reverse-engineering or causing unacceptable mission delays. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror's capability to provide the supplies required and shall be furnished at no cost or obligation to the Government. The Army Contracting Command-Orlando will not reimburse any costs connected with providing capability information.
