THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Contracting Operations (ConOps) East, intends to issue a Solicitation for Repairs to Unpaved Roads at Big South Fork National River and Recreation Area (BISO) per the statement of work (SOW). This procurement will be set-aside for Women-Owned Small Business (WOSB) firms. The NAICS code is 237310; Highway, Street, and Bridge Construction, with a small business size of $45,000,000.00. The PSC is Z2LB : Repair Or Alteration Of highways/roads/streets/bridges/railways. All interested offerors MUST have an active vendor record in SAM.gov, be a Women-owned small business under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment. SITE VISIT: Only one formal (1) site visit will be scheduled as part of this solicitation, and no individual site visits will be allowed. All questions shall be submitted electronically to the Contracting Officer for formal responses. Details will be provided with the solicitation when it’s published. TYPE OF CONTRACT: As a result of the request for proposal, a single firm-fixed-price contract is expected to be awarded. Davis Bacon prevailing wages for Scott County, Tennessee will apply for this requirement See attachment 0003 or TN20260147 on WDOL.gov will apply. The Government intends to award (1) one contract resulting from this solicitation to a responsible offeror whose offer conforming to the terms and conditions of the solicitation will be the most advantageous to the Government, price and other factors considered. The formal solicitation will be posted on sam.gov (System for Award Management) on or about May 05, 2026. This date is subject to change. Hard copy documents including drawings will not be available - all available documents will be posted for download. Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation because of this notice. No other information is available until issuance of the solicitation.
