1. THE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 36.213-2. THIS IS A SYNOPSIS ONLY. THIS IS NOT AN INVITATION FOR BID (IFB). 2. PROJECTION The contractor shall furnish all labor, supervision, management, tools, martials, equipment, facilities transportation, incidental engineering, and other necessary item to perform demolition, removal, and disposal of building as follows: Building and Structures − Interior and exterior finishes, Roofing, Foundation, Structural Components, Tanks, Pipelines Building Systems − Heating, Ventilation, and Air Conditioning (HVAC), Fire Protection, Boilers (excluding Central Utility Plant Boilers), Unfired Pressure Vessels (UPV), Compressed Air Systems, Potable Water (including backflow prevention devices), Wastewater, Electrical, Lightning Arrestors and Grounding Devices, Cathodic Protection Systems, Grease Traps, Exhaust Hoods and Ducts, Roll-up Doors, Ventilation Systems Miscellaneous − Signs, Drainage Ditches, Shed Roads and Paved Surfaces − Sidewalks, Drainage Systems 3. The IFB will be issued on or around 7 May 2026. A site visit will be scheduled on or around 19 May 2026. The tentative bid opening will be on or around 8 June 2026. The awardee shall complete the entire work not later than 270 calendar days from the date of award. 4. Plans will be available for inspection without charge through https://sam.gov/ or https://piee.eb.mil/ solicitation module. 5. CONTRACTOR LICENSE REQUIRMENT Any contract resulting from a solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. 6. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. 7.
