Description
The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work as described in the attached draft statement of work (SOW) herein to provide technical support to NHTSA's Crash Data Quality Assurance (QA) and Quality Control (QC) program. This program will ensure the accuracy, completeness, consistency, timeliness, and conformance of crash data submitted by individual States to NHTSA's centralized crash data repository. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration (NHTSA) is an operating administration of the U.S. Department of Transportation (DOT) with a mission to save lives, prevent injuries, and reduce economic costs due to road traffic crashes, through education, research, safety standards, and enforcement. NHTSA is authorized by 49 U.S.C. § 30182 and 23 U.S.C. § 403 to collect data on motor vehicle traffic crashes to conduct research, aid in the identification of safety issues and the development, implementation, and evaluation of motor vehicle and highway safety countermeasures and traffic safety programs that will reduce the severity of injury and property damage caused by motor vehicle crashes. NHTSA uses crash data to identify crash trends and characteristics, potential causes, and injury outcomes to develop strategies and countermeasures to prevent motor vehicle crashes and mitigate injuries due to motor vehicle crashes. The attached Draft Statement of Objective is expected to use the most advanced and proven to be effective data science solutions in a robust and responsive quality assurance and quality control practices for the EDT data. Objectives: The objectives for this procurement include, but are not limited to the following: a) QA objectives, the Contractor shall perform the following tasks described in this section of the Draft SOO: Develop and document a QA framework.
