AGENCY: National Institutes of Health (NIH), Office of the Director (OD) OFFICE: Office of Acquisitions and Logistics Management (OALM) TITLE: Software Maintenance, Support, and Server Upgrade Services for Hema Connect and Associated Systems NAICS CODE: 513210 – Software Publishers PSC CODE: 7A20 – IT and Telecom – Application Development Software NOTICE OF INTENT This is a Notice of Intent, not a request for quotation. The Government does not intend to solicit or negotiate with any source other than the source identified below. However, interested parties may identify their interest and capability to respond to this requirement. DESCRIPTION OF REQUIREMENT The National Institutes of Health (NIH), Office of Acquisitions and Logistics Management intends to award a sole source contract for software maintenance, support services, and server environment upgrades for the following systems: HemaConnect HemaComply-Lab Manager HemaComply-Lab Equipment Manager The requirement includes upgrading NIH's local hosting environment, migrating databases, configuring production and test environments, implementing MySQL 8, and deploying updated software versions. These services are critical to maintaining continuity of operations for donor management, product quality control, and patient-related data systems within the Department of Transfusion Medicine. INTENDED SOURCE HemaTerra Technologies, LLC d/b/a InVita Healthcare Technologies, Inc. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION This acquisition is being conducted under the authority of FAR 13.106-1(b)(1) , Only One Responsible Source. InVita Healthcare Technologies, Inc. is the original developer, owner, and sole provider of the proprietary HemaConnect and HemaComply software systems. The vendor retains exclusive rights to the software, associated intellectual property, and system configurations. Additionally: The software is currently integrated with NIH's Blood Bank Computer System (BBCS) and supports critical patient and donor record management. No third-party resellers or authorized service providers exist for this software. Only InVita possesses the technical expertise required to perform upgrades, database migrations, and system validation without disrupting mission-critical operations. Award to any other source would result in: Substantial duplication of costs Unacceptable delays in fulfilling the agency's requirements Risk to patient safety and system integrity PERIOD OF PERFORMANCE The anticipated period of performance will be determined at time of award. Services will include system upgrade, migration, validation, and transition to the new hosting environment.
