MARKET SURVEY ANNOUNCEMENT 1. Introduction/Purpose In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1 this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from potential vendors. The responses will not be released, except as required under the Freedom of Information Act (FOIA). Proprietary information that is appropriately marked will be protected in accordance with the FOIA. The FAA requires specialized expertise in strategic planning, facilitation, ideation, training, and development of strategic plans to transform an organization for the future. The contractor must possess demonstrated experience supporting federal organizations in strategic planning and organizational transformation efforts. This includes the ability to design and facilitate executive-level strategy sessions, conduct structured ideation workshops, develop strategic goals and initiatives, establish KPIs, and train leadership and staff on the execution of the strategic plan and KPI monitoring. The contractor must also be capable of translating strategic discussions into a documented strategic plan supported by actionable initiatives and measurable indicators that enable leadership to monitor organizational performance. The purpose of this market survey is to solicit statements of interest and capabilities from women-owned small businesses that have the established and minimum capabilities to perform the services required by the FAA. This announcement does not guarantee that a solicitation or procurement of any kind will be issued, and it should not be construed as a commitment by the Government to enter into a contract. Vendors are encouraged to respond if a solicitation is issued; it will be sent directly to those vendors who have responded to this Market Survey. The estimated period of performance is for two (2) years, a one-year base period with one-year option periods. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA woman-owned small businesses certification letter, if applicable. 2. Incumbent Contractor This requirement is new. 3. Nature of Competition At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, woman-owned small businesses that are certified by the SBA. 4. Standard Language This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and Any costs associated with the market survey submittal is solely at the interested vendor's expense. 5.
