Background: The Bureau of International Narcotics and Law Enforcement Affairs (INL) has undertaken the P4000 program to address the insufficient number of Haitian National Police (HNP) officers and expand their capacity to address the extreme levels of urban violence. To address the escalating threat posed by illegal gangs and support the re-establishment of state security, there is an urgent requirement for the HNP to develop foundation and specialized capabilities including tactical planning, movement and operations, urban policing and command, control and coordination. An enhanced urban operations training program will deliver standardized, high-quality and internationally developed tactical training to HNP recruits to improve their operational effectiveness in complex urban environments, strengthen their ability to counter organized criminal groups, and enable the safe, lawful, and coordinated conduct of security operations. This Sources Sought notice is issued for planning market research purposes only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources and in determining if a Small Business set-aside of the solicitation is appropriate . Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned. The following information is requested in this RFI/Sources Sought: 1. Company name, point of contact, phone number, and address; 2. UEI Number and CAGE Code; 3. Small Business Designation: SB/SDVOSB/HUBZONE/8(a)/WOSB or other SBA certification for applicable NAICS; 4. Proposed NAICS/PSC code; 5. Statement of capabilities applicable to this requirement. Respondents must show experience conducting urban combat and anti-gang training to mirror the challenges facing Port-au-Prince. Showcase experience training new cadets with minimal to no law enforcement experience; 6. Strong In-Country Presence (Haiti) - Respondents shall be able to demonstrate its capability to offer services in-country and experience operating in complex security environments and navigating logistical travel issues operating within Haiti. There are security and logistical concerns traveling in and out of Haiti. The offeror should have previous experience having personnel travel in and out of country and can plan accordingly. 7. Deployment Timeline – Respondents shall be able to demonstrate its ability to deploy and perform services in country with the host government within 30 days of award .
