Documentation of Award Contracting Officer's Award Decision Prepared in accordance with FAR 16.5 Delivery Order No.: 12444223A0019 Supply/Service: Mechanical Ripping – Mena-Oden Ranger District Contract/PO No.: 12443926F0040 Awarded To: MULLENIX, JEFF A Price Reasonableness Determination In accordance with FAR 15.404‑1, the following proposal analysis techniques were applied: Award is based on Open Market price reasonableness established through the use of Electronic Commerce. The proposed price was determined to be fair and reasonable based on the following: (i) Market Research (X): Conducted within the last 18 months utilizing World Wide Web resources. (ii) Comparison to Previous Prices (X): Review of FPDS data for prior awards to MULLENIX, JEFF A supports the reasonableness of the current pricing. (iii) Comparison of Proposed Prices: Not applicable. (iv) Comparison with Similar Items: Not utilized. (v) Contracting Officer's Knowledge: Not used as primary basis. (vi) Independent Government Estimate: Not utilized. (vii) Other Reasonable Basis (X): Award is determined to be in the best interest of the Forest Service. The selected source is necessary to ensure efficient and uninterrupted accomplishment of required work. Additional Determination: MULLENIX, JEFF A is the only firm capable of performing the required services without causing the USDA Forest Service to incur substantial duplication of cost that would not be recovered through further competition, and without creating unacceptable delays in fulfilling mission requirements. The delivery order clearly describes all services to be performed. Price was established at the time of order placement and is within the scope, period of performance, and maximum value of the parent contract. Informal market analysis indicates that the offered price is consistent with prices available for similar services. The contractor possesses unique knowledge and specialized capabilities essential for successful completion of the project. A further competition would not reasonably be expected to result in a more advantageous offer. The award represents the best value to the Government and the lowest overall cost alternative when considering project needs. This justification is accurate and complete to the best of the Contracting Officer's knowledge and belief.
