C-5M Replacement Multi-Functional Controls and Displays (RMCD) Program Request for Information The Government is conducting market research to identify possible sources that have the knowledge and experience to deliver a hardware and software system solution to perform all the functions of the legacy Multi-Function Display Units (MFDUs) classified as the C-5M Replacement Multi-Functional Controls and Displays (RMCD) program. This new solution will resolve known diminishing manufacturing source issues with this Line Replaceable Unit (LRU), avoid projected aircraft Mission Incapable for Parts-based grounding issues, and improve overall aircraft availability metrics. This effort would require up to a Secret security clearance. The Contractor shall ensure that their solution conforms to applicable military and aviation standards to ultimately gain military airworthiness certification upon integration onto the aircraft. The Contractor shall prioritize the use of the Modular Open Systems Approach (MOSA). The Contractor shall provide sufficient system quantities to support integration activity at both Contractor and Government Systems Integration Laboratories (SIL) as well as to support follow-on prototype installations and subsequent ground and flight testing. The Contractor shall provide a product baseline to include documentation describing all of the physical characteristics of their C-5M RMCD design and configuration items and the physical characteristics designated for pre-production acceptance testing, as well as product support documentation necessary for installation, test, operation, support, training, and disposal of the configuration items. The EMD-approved product baseline includes “build-to” specifications for hardware (e.g., product, process, material specifications, engineering drawings, and other related data) and software. It is noted that the software development will proceed according to an agile at scale framework (e.g. SAFe) whose incremental approach does not follow the traditional waterfall milestone progression. The Contractor shall furnish all material, support equipment, tools, test equipment, and services. The Contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor-furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.
