Description
The Department of War, United States Special Operations Command (USSOCOM) MARSOC intends to award a sole source, Firm-Fixed-Price (FFP) contract to PAR INC., 16204 N. Florida Ave., Lutz, FL 33549 . This acquisition is conducted under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements . The Government requires the procurement of proprietary psychological assessment materials, manuals, and protocols published exclusively by PAR INC. These materials are required to support standardized psychological screening and personnel suitability assessments conducted by Department of War medical and operational professionals. Justification for Sole Source: PAR INC is the sole publisher and copyright holder of these specific assessment tools. There are no authorized third-party resellers or distributors capable of providing the required proprietary materials. The Government has a requirement for technical and data continuity. These specific assessment tools have been utilized for an extended period, establishing a standardized baseline for personnel vetting. Utilizing a different assessment tool would require a complete re-validation and re-baselining of the Government's existing data sets. This would result in a substantial duplication of costs that is not expected to be recovered through competition, as well as unacceptable delays in fulfilling critical personnel suitability requirements. PAR INC materials represent an industry standard utilized across multiple federal agencies for high-stakes clinical and professional screening. Submission Instructions: THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any capability statement must clearly demonstrate the firm's ability to provide the exact proprietary materials or an equivalent solution that does not necessitate the re-baselining of historical data or violate existing copyright protections. Responses must be submitted in writing via email to the primary point of contact listed below no later than 8:00 AM, 29 May 2026 . Telephone inquiries will not be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
