PROGRAM BACKGROUND: NAWCTSD has a requirement to support the United States Naval Academy's (USNA) Powered Flight Program (PFP). This training is necessary to introduce military procedure-based flight training and performance standards; screen students for aeronautical adaptability; decrease future drop on request (DOR) and attrition at follow-on flight school; and improve performance in follow-on primary flight training. NAWCTSD intends to award a Firm-Fixed Price (FFP) contract to Pray Aviation (CAGE code 87KZ6). This procurement is being solicited as a sole-source effort to a Service-Disabled Veteran-Owned Small Business (SDVOSB) with an associated North American Classification System (NAICS) code of 611512. The services will be performed at the home airfield in Easton, MD, within 40 miles of the USNA. The contract will procure flight training services from Pray Aviation in an effort to provide operational sustainment for the USNA PFP. The training validates the Naval Introductory Flight Evaluation (NIFE) reducing the time and cost to complete flight school. It covers a broad range of requirements to meet the unique needs within the missions, functions, and tasks supporting Chief Naval Air Training Command. This training will be provided to130 future aviators consisting of three (3) training blocks during the summer beginning on the Tuesday following Memorial Day in Fiscal Year 26 (FY26). Each training block is approximately four (4) weeks in duration. The anticipated period of performance is 5 years, with a 12-month base period and four, 12-month optional periods. ADDITIONAL INFORMATION : This notice is not to be considered a request for quotations or proposals. No solicitation document is available. It is a notice outlining the Governments intent to contract on a sole source basis with Pray Aviation. Sole source authority is provided under 10 USC 3204(a)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
