STATEMENT OF WORK USCGC ALEX HALEY (WMEC-282) SERVICES FOR ASBESTOS ABATEMENT Objective. The objective of this Statement of Work (SOW) is to perform abatement on asbestos pipe insulation on United States Coast Guard Cutter (USCGC) Alex Haley . This is a critical health and safety issue for the crew members. References. An industrial hygiene sample survey for asbestos was performed in October 2025. Lab results conducted by the United States Navy identified a section of pipe insulation exceeding the authorized threshold (1%) for asbestos-containing material (ACM). This requirement is for a qualified contractor to perform asbestos abatement to remove the identified ACM and leave the affected work area clean and safe in accordance with all federal, state, and local requirements. Tasks . The contractor shall provide material and labor services that includes the following: Once the Contractor is approved for services by a warranted Contracting Officer (KO), coordinate work with the USCG Technical Points of Contact (TPOCs). USCG personnel will operate all shipboard machinery and equipment. USCG personnel will secure and tag applicable shipboard machinery and equipment prior to the start of any work. Observe safety precautions when working with electrical and electronic equipment. Failure to comply exposes personnel to the danger of electrical shock and personal injury. Pre-Work Meeting. Attend a pre-abatement meeting with the Government to review work plan and procedures, if required. Attend fire and emergency procedures brief provided by cutter personnel before starting work, if required by the Government. Coordinate with cutter personnel before staging equipment, erecting containment, or routing hoses, cords, ducting, or waste such that watertight doors, hatches, scuttles, ladders, escape routes, firefighting equipment, damage control fittings, or fire-main components are obstructed. Ensure no containment, barrier, tool, material, or waste container blocks or degrades access through watertight or fire boundaries unless specifically approved by the Government and cutter personnel. Maintain immediate access to emergency egress routes and required shipboard safety equipment at all times.
