Presolicitation Notice The VA New Jersey Health Care System within Veterans Integrated Service Network (VISN) 2 has a need for a contractor who can provide emergency residential housing and case management services to homeless Veterans as part of the community-based Health Care for Homeless Veterans (HCHV) program. This housing program is for VA health care eligible Veterans who require safe and stable living arrangements while seeking permanent housing. The contractor works in close collaboration with VA to provide Veterans community-based, residential environments with sufficient therapeutic services to meet the needs of those Veterans. Contracted Emergency Residential Services (CERS) programs target and prioritize homeless Veterans who are transitioning from literal street homelessness, discharged from institutions, in need of medical respite, and/or recently homeless. During this transition, the HCHV program provides homeless Veterans with emergency housing, case management and supportive services such as housing specific and rehabilitative care. The facility provides a safe and secure environment that supports the Veterans rehabilitation goals. In addition, the program provides Veterans with room and board, laundry services/facilities, three nutritious meals each day and snacks between meals and at bedtime, computer and printing capabilities, internet access, personnel hygiene supplies, and transportation services at no cost to the Veteran. CERS programs, either directly or through linkage with community and other VA services, provide low demand, time-limited services such as supporting mental health stabilization, substance use disorder (SUD) treatment services, enhancement of independent living skills, vocational training, and employment services. Emphasis is placed on referral and placement into permanent housing or longer-term residential programs utilizing VA and/or community resources. Any potential offeror must be able to prove facility availability by providing proof of ownership or a copy of a lease agreement and certificate of occupancy during the solicitation process. The facility must already have an active residential treatment program. Any potential facility must pass an inspection by the VA New Jersey Health Care System prior to award. The facility that provides these services must be in a centralized location, near public transportation, and near areas that provide employment. The facility must be located within Northern or Central New Jersey in one of the following New Jersey Counties: Bergen, Elizabeth, Essex, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, Warren.
