Notice of Intent to Sole Source - Cellebrite Software License 1. Introduction This is a Notice of Intent to Sole Source and a Combined Synopsis/Solicitation for a commercial service, prepared in accordance with the Revolutionary FAR Overhaul (RFO), including the deviated FAR Part 5 posting requirements and FAR 12.6 as revised. This notice constitutes the only solicitation; no quotes are being requested, and a separate written solicitation will not be issued. 2. Description The Bureau of Indian Affairs (BIA) intends to issue a firm fixed price sole source award to Cellebrite Inc., 1861 International Drive, 3rd Floor, McLean VA 22102, for the procurement of ten (10) Cellebrite INSEYETS license renewals and associated equipment, along with seventy-five (75) Guardian Forensics subscriptions. The systems are currently utilized by BIA Law Enforcement and must remain compatible with existing field forensic tools and workflows. Cellebrite is the sole manufacturer of these software/licenses and the only responsible source capable of meeting the Government¿s requirement as determined through market research. The anticipated contract period of performance will be as follows (subject to availability of funds and continued agency need): Base Year: May 9, 2026 ¿ May 8, 2027 Option Year 1: May 9, 2027 ¿ May 8, 2028 Option Year 2: May 9, 2028 ¿ May 8, 2029 Option Year 3: May 9, 2029 ¿ May 8, 2030 Option Year 4: May 9, 2030 ¿ May 8, 2031 NAICS/Size Standard: 513210 - Software Publishers/ $47M. This NAICS code is appropriate for software publishing/licensing requirements of this type. 3. Authority for Sole Source This acquisition is conducted under the authority of FAR Part 12 (commercial) as revised under Revolutionary FAR Overhaul (RFO), RFO¿deviated FAR Part 5 posting requirements, 41 U.S.C. 1901 (commercial¿item sole¿source authority). Capability statements will be considered solely to determine whether a competitive procurement is appropriate. All interested parties must be registered and active in SAM.gov at the time of submission. The deadline for responses is 12:00 pm Eastern Daylight Time (EDT) on May 1, 2026. If no capability statements are received within the posting period demonstrating the ability to meet the Government¿s requirements, the Government will proceed with a sole¿source award. A determination by the Government not to compete this requirement is solely within the Government¿s discretion. Information received will be used only to determine whether a competitive procurement is appropriate. This Notice of Intent does not obligate the Government to award a contract.
