This is a Request for Information (RFI) only. This is not an Invitation for Bids (IFB), Request for Quotations (RFQ), or Request for Proposals (RFP). This notice is published in accordance with FAR 10 in support of market research. No award is intended as a result of this request as the Government has no intention to pay for information received. This RFI seeks information on industry's capability to provide Contractor Logistics Support (CLS) services for Commercial Off-the-Shelf (COTS) equipment used by U.S. Army Reserve Command (USARC). BACKGROUND: USARC commands all United States Army Reserve units and is responsible for overseeing unit staffing, training, management and deployment. Approximately 205,000 Army Reserve soldiers are assigned to USARC. The major subordinate commands that report directly to USARC consist of operational commands, functional commands, support commands, and training commands. USARC's mission is to provide trained and ready units and individuals to mobilize and deploy in support of the national military strategy. USARC is responsible for all the operational tasks involved in training, equipping, managing, supporting, mobilizing and retaining Soldiers under its command. This requirement is for the final phase of the USARC mission. The primary focus of this short-term (estimated 18-month) contract will be the orderly wind-down of operations while providing strategic support. PLACE OF PERFORMANCE: Off-Site Contractor 100% The contractor shall obtain 45,000 sq ft of environmentally controlled warehouse space and 10,000 sq ft of outside storage space within seven (7) calendar days after task order award. All warehouse space shall be within a 25-mile drive of the Route 24 gate of Aberdeen Proving Ground -Edgewood Area, MD. Once the site is identified, the contractor will provide a site safety checklist identifying any safety and health hazards. THE GOVERNMENT REQUESTS THE FOLLOWING INFORMATION : Can you meet the required capabilities herein and on the attached draft PWS? If so, please provide a Capabilities Statement. Describe your approach to determine when it is more cost-effective for the government to accept a capability gap or retire a piece of equipment rather than order a new part or replacement. The government will be responsible for executing the final disposition of equipment. The contractor's role will be to assist by providing labor and logistical support as directed (e.g., moving equipment, loading/unloading vehicles). Describe your plan for providing a flexible workforce that can effectively support the Service's disposition team on-site with minimal oversight. Given that all in-field support will cease by May 30, 2027, describe the specific, cost-effective strategies you would employ to tailor your support, ensure the unit can complete its final evaluation while simultaneously maximizing the opportunity to recover government equipment from the field.
