Amendment 4: AQUISITION UPDATE (10Apr 2026): Release of Draft PWS and Evaluation Criteria for Spain BOS 1. PURPOSE This acquisition update is provided to all potential offerors for the Spain Base Operations Support (S-BOS) requirement. In the interest of transparency and to facilitate early industry feedback, the Government is releasing several key draft documents from the forthcoming solicitation. This release is intended to provide greater insight into the requirement and evaluation strategy in advance of the S-BOS Site Visit scheduled for 15 April 2026. 2. DOCUMENTS RELEASED The following DRAFT documents are attached to this notice for industry review and comment: Attachment 7: Draft Performance Work Statement (PWS) - Spain BOS. This is the most current draft of the PWS for the Morón Air Base requirement. Attachment 8: Draft Section M, Factor 1 - Past Performance and Section M, Factor 2 - Technical (Partial). This document contains the complete, detailed draft criteria for the Past Performance evaluation, including definitions for Recency, Relevancy, and the evaluation of Joint Venture and the draft evaluation criteria for Subfactor 1 - Program Leadership/Staffing & Continuity only. The criteria for Subfactor 2 will be released at a later date. Attachment 9: Draft H-Clause - Liquidated Damages for Key Personnel. This is a draft of a special contract clause that the Government intends to include in both the Spain and Türkiye solicitations to address key personnel vacancies. 3. IMPORTANT NOTES FOR OFFERORS All Documents are DRAFTS: The attached documents are for informational and market research purposes only and are subject to change prior to the release of the final Request for Proposal (RFP). The Government is not seeking proposals at this time. RFP Release Date: The anticipated release date for the final RFP has been updated to on or around 01 June 2026. Spain Site Visit: The site visit for the Spain (S-BOS) requirement at Morón AB is still scheduled to proceed on 15 April 2026. 4. REQUEST FOR INDUSTRY FEEDBACK The Government is committed to a collaborative process and encourages all potential offerors to review these draft documents thoroughly. Your feedback is critical to helping us refine and improve the final solicitation. All questions or recommendations regarding the attached documents should be submitted via email to the points of contact no later than 17:00 CET on 22 April 2026. 5. CONCLUSION The Government is providing this information in the spirit of transparency to foster a more competitive environment.
