Summary of Critical Performance Requirements: 1. Instructional Delivery: The contractor must provide live, synchronous, instructor-led foreign language instruction based on the Government-provided curriculum, syllabi, and assessment rubrics. Instructors are expected to tailor the delivery of these materials to create a student-centered learning environment that addresses individual needs while aligning with the Government's language, culture, and mission context (ILR skill matrix, AFCLC's "Twelve Domains of Culture," AFCLC/LEAP mission). 2. Day-One Readiness: The contractor must demonstrate immediate capability to staff instructors for all PWS-defined Priority One languages at contract start. 3. UCC Platform: The contractor must provide a PWS-compliant Unified Communications and Collaboration (UCC) platform that meets all minimum technical and security specifications. 4. Government-Directed Operations: The contractor must operate within the Government's LEaDeR-centric framework, using LEaDeR as the system of record and serving as a data provider to that system without imposing additional technical burdens. Assessment of Military Unique vs. Commercial Requirements: The requirement is a hybrid, with both commercial and military-unique elements tied to the critical performance requirements listed above. 1. Instructional Delivery: The core service of live, online language instruction is commercial. However, the requirement for instruction to be delivered in accordance with the Government-provided instructional framework and tailored toward the professional needs of LEAP Scholars makes this aspect military-unique.
