This is a SOURCES SOUGHT request for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine the interest and capability of businesses to meet the requirements listed below, with an emphasis on small business concerns. Description of Requirement: The Richard L Roudebush VA Medical Center has a requirement to replace two existing motor control centers (MCCs) in the NW electrical equipment room with free standing panelboards and circuit breakers. The project also includes the replacement of two existing panel boards and cabinets with one consolidated panelboard in room C-B019. The work includes the removal of the old cabinets and circuit breakers from both locations and the provision and installation of new Eaton cabinets and Eaton circuit breakers. The contractor shall be responsible for providing a complete and operational system consistent with the existing electrical distribution. Replacement shall match or exceed the existing system in voltage rating, ampacity, interrupting capacity and the number of operable circuits. The completed installation shall not reduce system capacity, reliability or operational functionality. All work will occur at the Richard L. Roudebush VA Medical Center (RLRVAMC), 1481 W. 10th Street, Indianapolis, IN 46202. All work will occur in the interior of Building 1 on campus. RLRVAMC is a one million+ square foot medical facility consisting of several buildings that provide both inpatient and outpatient care and services. This is a fully functioning hospital that provides medical care 24 hours per day, every day of the year. Interruption of electrical services would significantly impair the ability of the hospital to continue to provide services to veterans. Upmost care is required during all work on electrical systems to minimize any disruptions to care. All work shall be planned and executed to avoid unplanned outages. Disruptive testing or power curtailment work shall be completed during off hours. Contractor Qualifications: The contractor shall be a firm regularly engaged in the installation, modification, and replacement of electrical distribution equipment of similar size, complexity and voltage class, and Have a minimum of five years documented experience performing MCC, switchgear or panelboard replacements in occupied facilities, and Can show at least three completed projects within the last five years involving MCC or switchgear replacement with voltages 480 VAC, and Can demonstrate previous work in healthcare, laboratory or mission-critical facilities, and Possess demonstrated experience performing phased replacements and maintaining partial system operation with planned outages and tie-ins with minimal interruption, and Have no record of OSHA serious/repeat violations within the last three years related …
