This requirement is conducted under the Revolutionary FAR Overhaul (RFO) 13.101-1(b) and FAR 6.103-2. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals or quotes. Firms who desire to challenge this sole source must submit an interest letter that demonstrates your firm¿s ability to provide an equivalent service as described below (Provide Heating, Ventilation, and Air Conditioning (HVAC) (Carrier) replacement in historic structures). Interested parties must provide rationale as to why they should be considered. All interested firms must respond to the synopsis by June 11, 2026, 1:00pm Eastern Daylight Time (EDT) to Edward Dingle, Email: edward_dingle@ios.doi.gov. National Park Service intends to negotiate a firm fixed price purchase order with E. Smith Heating & Air Conditioning, Inc., 964 Industrial Park Drive, Marietta, Georgia 30062, 54956. The NAICS Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. THIS NOTICE IS NOT A REQUEST FOR COMPETITVE QUOTES, and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification tneedward_dingle@ios.doi.gov no later than June 11, 2026, 1:00pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement attached. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice in no way obligates the Government to award any contract nor is the Government responsible for any costs incurred by responding to this notice. Required Services: The work is to be done at the Martin Luther King Jr. National Historic Park Historic Ebenezer Church. This building supports the operations of the Martin Luther King Jr. National Historical Park district. This structure was built in 1922 in the neighborhood where Dr. Martin Luther King Jr. was born, it is a part of one of the parks main exhibits. 1. PROJECT OVERVIEW The Contractor shall provide all necessary labor, materials, equipment, and supervision to install three (3) 3-ton HVAC systems in the attic of Ebenezer Baptist Church. Work will include integration with portions of the existing ductwork system, installation of electrical disconnects, refrigerant lines, controls, and commissioning of equipment. 2.
