The purpose of this Amendment 0002 to the Solicitation W15QKN-26-Q-A033 is to answer vendors' questions: Question 1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. Answer 1. W15QKN-20-D-5083 awarded to Lonnie DuPree Landscaping & Lawn Care LLC, total awarded amount: $128,250.00, period of performance: 25 September 2020 through 24 September 2025, the same scope of services Question 2. CLIN Invoicing Methodology: Regarding the tiered snowfall CLINs (0001 through 0004), if a single snow event results in an 8-inch accumulation, should the Contractor invoice only for the 6"-10" bracket (CLIN 0002), or is the pricing intended to be cumulative across the lower brackets? Answer 2. The contractor is to bill for the cumulative total of snowfall in a single snow event. Question 3. Unit of Measure for Sanding/Salting: CLIN 0005 (Ice Melt and Sand) and CLIN 0006 (Clear Sidewalks) use the unit "Each". Does "Each" represent a per-application/per-event rate, or is it a unit based on a specific volume of material (e.g., per ton) or square footage? Answer 3. Per application Question 4. Ice Removal Pricing: PWS 5.1.2 and 5.1.11 indicate that ice removal and sanding /salting are "on-call" requirements. In the event of an ice-only storm with no measurable snow accumulation, how should the Contractor invoice for sidewalk clearing if CLIN 0006 is typically triggered by a 3-inch snowfall event per PWS 5.1.8? Answer 4. The COR will determine at the time of the even and dispatch with specific instructions as to the services required per event and when services are required Question 5. Government-Furnished Storage: PWS 4.2.1 mentions the Government "will assign storage area if available". Can the Government confirm if on-site storage for salt, sand, or equipment is currently available at the Cumberland, MD facility to support the 2-hour response time requirement? Answer 5. No there is no areas for storage, contractor is to bring product with them to complete services Question 6. Pre-Season Preparation: PWS 5.1.8 requires the Contractor to "mark all sidewalks and appurtenances before the start of the snow season". Is the cost for these markers and the labor for installation/removal intended to be a separate charge, or should this be amortized across the event-based CLINs? Answer 6.
