VETERANS HEALTH ADMINISTRATION Containerized Fold Out Rigid Tactical Shelter (C-FORTS) STATEMENT OF NEED TITLE OF CONTRACT: Veterans Health Administration Mobile Deployable Containerized - Fold Out Rigid Tactical Shelters (C-FORTS) SCOPE OF WORK: The Veterans Health Administration currently has a requirement to procure an expandable self-contained stand-alone mobile fold-out shelter that will serve the Veteran and civilian populations as a medical clinic. The shelter would be used to create a clinic for the care of Veterans. BACKGROUND: VHA Office of Emergency Management has purchased numerous Mobile Deployable Fold-Out Medical Shelters. These units were purchased to deploy, allowing access to care for Veterans and civilians when brick-and-mortar facilities are compromised. These units have deployed to several exercises, COVID responses, and disaster locales in support of OEM mission support. Over the last two years, deployments with the CFORT fleet have increased, and the addition of another CFORT will allow OEM to keep up with demand and increase its response and readiness capabilities. The C&A requirements do not apply; a Security Accreditation Package is not required. OBJECTIVES: The contractor shall perform the mandatory tasks and provide specific deliverables described below within the performance period stated in this Statement of Need (SON) Provide Containerized Fold Out Rigid Tactical Shelter (C-FORTS) Unit - The contractor will provide the Containerized Fold Out Rigid Tactical Shelter. C-FORTS Construction Will be constructed so that it is reinforced to be able to withstand movement over the road. This reinforcement must protect the Fold Out Medical Shelter to maintain the exterior integrity, allowing it to be successful in rapid deployment. Exterior of C-FORTS - Will consist of hard side walls, roof, and floor. The walls, roof, and floor should fold and unfold in a manner that allows the unit to travel within the legal dimensions over the road. The Fold Out Medical Shelter, once expanded, will provide three (3) exam rooms and one (1) office area. Leveling of C-FORTS - Must have a mechanism in place to allow it to be leveled on surfaces that consist of hard stand (blacktop, concrete) as well as grass, dirt, and gravel areas. The Fold Out Medical Shelter should be constructed so that a maximum of three (3) unskilled laborers can deploy/redeploy within 60 minutes C-FORTS Entry Ways - Will have doors entering the waiting area/office area of the unit. The exam rooms will have a door for entry/exit from inside the unit. The doors into the structure and doorways into the exam rooms. All door thresholds should be designed to allow a wheelchair to maneuver without difficulty. Windows The exam rooms will have a window that can be opened to allow air circulation as necessary.
