• Grey Ghost Fishing, Inc., shall provide services for fishing surveys, non-personal, using longline gear to capture, harvest, and tag sharks off the Florida Keys in the Gulf of America.
• The contract will be awarded on a sole source basis under FAR 12.102(a), based on NOAA's requirement that only Grey Ghost Fishing, Inc., provides this specific service.
• De Minimis Rule applies: no foreign person has provided equivalent services and the contractor does not want to bear that risk; no minimum number or percentage of work must be performed by any other vendor.
• The contract period is 24 days at sea between September 30, 2026, and September 29, 2028.
