• The National Institutes of Health's Office of Research Services (NIH), Division of Veterinary Resources (DVR), is seeking expanded Tecniplast Group, USA, software publishers to provide a scalable individual ventilated caging (IVC) rack system for mice at NIH facilities in Bethesda, Maryland.
• This contract will procure Tecniplast Group's digital ventilation and vented cage systems compatible with the existing demonstration/pilot infrastructure.
• DVR requires continuous access to multi-platform ventilated cages, automated monitoring capabilities, and AI/ML analysis for maintaining animal welfare, biocontainment integrity, and compliance with regulatory standards.
• The NAVFAC EXWC Oceans Department requires additional OrcaFlex software from Orcina, with yearly maintenance and support for eight licenses.
• The procurement is in accordance with FAR Subpart 6.103, Other Than Full and Open Competition, due to the sole source status required by 10 U.S.C. 2304(c)(1).
• Only one responsible source can provide this highly specialized service due to its DoD follow-on nature and potential for cost duplication.
