• The Department of State intends to award a rate agreement under which the Insurer will provide Workers' Compensation Insurance for Department of State contracted employees overseas.
• The contract must include DBA insurance coverage for U.S. Government reimbursable contracts, as required by Defense Base Act (42 U.S.C. 1651) and War Hazards Compensation Act.
• According to FAR 28.305, contracting officers must comply with the Federal Acquisition Regulation's requirement for DBA (workers' compensation) insurance unless a waiver is approved by the Secretary of Labor.
• The contract period begins after signing, and termination occurs when the Insurer notifies contracting officers in writing before the end of three years from contract completion date.
