Description
This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or a promise to issue an RFP in the future. This RFI does not commit the Government to any contract action or for any supply or service implied or otherwise. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. Intent The Government is conducting a RFI to identify potential industry partners capable of supplying, designing, manufacturing, and delivering an Extreme Cold Weather Sleeping Bag System for Soldiers operating in extreme cold weather environments. The objective is to equip dismounted Soldiers with a lightweight, highly compressible, and durable sleep system capable of providing thermal protection and enabling necessary, uninterrupted sleep in extreme cold weather environments (down to -60°F) when heated shelters are unavailable. Technical Requirements The Government is currently evaluating the following draft Key Performance Parameters (KPPs), Key System Attributes (KSAs), and Additional Performance Attributes (APAs). Threshold (T) values represent the minimum acceptable capability, while Objective (O) values represent the desired capability. Category Parameter Requirement Summary KPP 1 Environmental Protection Provide adequate warmth down to -40°F (T) and -60°F (O) for 4 hours (T) to 6 hours (O) of uninterrupted sleep. KPP 2 Weight Total system weight shall be 5.0 lbs (T) and 2.5 lbs (O). KPP 3 Moisture Management Compression sack must be highly water-resistant and optimize space in load carrying equipment. Bivy must be hydrophobic and breathable. Outer shell must be highly water-repellent and vapor-permeable (T=O). KSA 1 Ventilation / Airflow Bivy requires an adjustable head-area stand-off and non-detachable, high-airflow face covering to mitigate expiratory ice buildup (T=O). KSA 2 Volume Total compressed volume shall not exceed 22 Liters (T) and 10 Liters (O), utilizing moisture-resistant insulation (T=O). KSA 3 Size / Fit Must accommodate 95% (T) to 100% (O) of the Soldier population to ensure equitable thermal protection without creating dead air space. KSA 4 Signature Management Lower probability of detection in Visible, Near-IR (NIR), Short Wave IR (SWIR), and Long Wave/Thermal IR bands (T=O). KSA 5 System Operability Nested layers must feature interlocking/simultaneous zippers for single-motion rapid egress.
