The NAICS code for this project is 236220 – Commercial and Institutional Building Construction. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. The New York District, U.S. Army Corps of Engineers (District) is requesting a Design-Build RFP for the Small Arms Range project at Stratton Air National Guard Base, NY. The scope of work consists of using the Design-Build contract method. The general work involved includes but is not limited to the following: • Site preparation, grading, and earthwork. • Construction of the building housing a seven-line range, range safety office, vestibule, electric room, bullet trap maintenance, boiler room, and storage room. • Installation of specialized HVAC/ventilation systems compliant with lead dust remediation and occupational health standards. • Telecommunications infrastructure for range control systems, including CCTV and PA system. • Supporting facilities include paving, walks, curbs, and gutters. • Construction of all necessary utility interconnections. Small Arms Range The purpose of the project is to construct a 5,800 sf indoor small arms range and supporting facilities, including utilities, pavement, and site improvements, utilizing conventional design and construction methods. • The exterior walls of the Indoor Range will be constructed of 8” tilt-up concrete with exterior insulation and finish system (EIFS), CMU veneer wainscot, and R-11 continuous insulation. The roof will be a 3:12 standing seam metal roof with R-31 insulation. Steel roof trusses designed for a ~43' clear span, supporting baffle and mechanical duct loads. • Range ventilation shall be "Push-pull" system using 100% outside air (propane heated) to maintain negative pressure. Uses radial diffusers for laminar flow (75 FPM) at the firing line. Rest of the facility will use mini-split heat pumps and electric heaters. • Power is 480Y/277V main service stepped down to 208Y/120V for receptacles/misc loads. Lighting is fully dimmable and zoned.
